Municipal Ethics (H.875) - April 24, 2024

Chairwoman Hardy asked Legislative Council to do a walk thru of H.875, the Ethics Bill.  Her purpose was to make sure she had a complete list of outstanding items.

She identified, along with the Committee, the following items:

  1. School Boards. 
    1. Members of the Committee were considering whether they should be included in this legislation. The concerns Hardy had heard were that the Ethics Commission does not (currently) have the resources to take on this group.
    2. The school boards are also feeling overwhelmed with property taxes and other issues these days.
  2. A member noted that she would not support this bill as it currently reads, particularly sections 22 and 23 that relate to municipal ethics. She said that they had not addressed the concerns people had from local communities. 
    1. The Chair noted that the Vermont League of Cities and Towns (VLCT), Secretary of State (SOS) and the Office of Professional Regulation (OPR) are working on language that they can agree on.
    2. NOTE: No mention of the Ethics Commission being involved here.
  3. The Committee discussed a bill they currently have possession of that requires municipalities to include salaries in all job postings. When the bill was discussed in committee, they talked about adding the language into 875.
